Rules and Regulations for North Region - West Zone Tournaments

In addition to the rules stated herein, all games are subject to the rules and regulations covered in the
Shetland-Pinto PONY Baseball or Official Baseball Rules 2008

1. TEAM ELIGIBILITY:
A.) At each league's option, tournament team may be comprised as follows:
1.) Entirely of league age 6 year old players or any combination of 5 and 6 year old players.
2.) Only 15 players, one manager, two coaches and a business manager will be permitted on the field or bench. (Note: When a team is on defense managers and coaches will remain in dugout and will not on the field coaching).
2. LEGAL PLAYERS:
A.) Tournament players must:
1.) Be of proper age based on Age Chart (5 & 6 ) in the Pony Baseball Rulebook.
2.) Reside within the boundaries of the league represented by the tournament team.
3.) Have participated in at least half of their league teams' games.
4.) Comply with the rules and regulations for league and tournament play.
3. ELIGIBILITY AFFIDAVIT:
a.) Each league president shall examine the birth certification documents of all players on the leagues' tournament team and using the Eligibility Affidavit Form provided by PONY BASEBALL shall confirm by this affidavit the eligibility of the players on the tournament team representing the league.
b.) The Name of the player must be listed on the Eligibility Affidavit exactly as it appears on the birth documents.
c.) Two copies of the Eligibility Affidavit Form are to be presents to the Tournament Director prior to the team's first tournament game.
4. BIRTH CERTIFICATION:
A.) Tournament team business manager shall carry with them to all tournament games player Identification Cards issued by PONY BASEBALL or other legal certification of birth such as birth certificates or Photostat copies of same.
5. PLAYING FIELDS:
a). Pitching Distance: 35 feet (Coach Pitch)
b.) Distance between bases: 50 feet
c.) The recommended home run fence distances are:
Foul Lines: 125 feet minimum to
150 feet maximum.
Center Field: 125 feet minimum to
150 feet maximum.
6. EQUIPMENT:
a.) The ball must weigh not less than 5 no more than 5 1/4 ounces avoirdupois, & measure not less than 9 nor more 9 1/4 inches in circumference.
b.) Both leather and vinyl covered baseballs bearing the emblem of PONY BASEBALL are manufactured to specification and are the baseballs required.
c.) Both metal and wooden bats are legal.
d.) It is recommended that "rubber molded cleats" or "tennis shoes" be used for SHETLAND play.
e.) Batter, players in the on deck batter area, base runners and players coaching in the baseline coaching boxes are required to wear protective headgear which gives protection to the top of the head, temples, ears and base of the skull. These items are to be NOCSAE approved.
f.) Catchers are required to wear a mask with throat guard (throat guard must attach to mask and extend to top of chest), chest protector, shin guards, protective athletic cup and protective headgear, which gives protection to the top of the head when the catching behind the plate.
7. TOURNAMENT PITCHING:
COACH PITCH:
a.) Coaches or managers shall pitch for a pitching plate 35 feet from the point of home plate. Note: The coach will be allowed to pitch on one knee, but their front foot must be in contact with the pitching rubber and the knee on the ground will be behind the pitching rubber. Coaches pitching from a standing position they must keep one feet in contact with the pitching rubber.
b.) The player fielding the pitcher’s position shall take position always to the rear of the pitching plate, and on the left or right side of the coach-pitcher.
c.) If a batted ball strikes the coach pitcher, the ball is dead, the pitch counts and no runners shall advance.
d.) The coach who is pitching shall not give coaching instructions or in any way interfere with the defensive play once the ball is in play.
e.) On a batted or thrown ball that enters the outfield the coach/pitcher must move to foul territory.
8. PLAYING RULES:
A.) Game length shall be five (5) innings, unless the score is tied. In this event the game will be played to its conclusion.
FREE DEFENSIVE SUBSTITUTIONS
B.) All players listed on Affidavit will bat. Once the batting order is submitted to the scorekeeper it will not be changed, except for injury or ejection.
C.) A batted ball becomes dead when an infielder within inside of the baselines or at a base and has possession of the ball and holds the ball over their head and in the judgment of the umpire is not attempting to make a play on a runner.
NOTE: The baselines between 1st and 2nd or 2nd and 3rd is a line running between the middle of each base. The baseline between home and 1st and 3rd are determined by the foul/fair lines.
D.) Defensive and Offensive Substitutions:
1.) Minimum of nine players shall be used defensively with a maximum of ten
2.) If there is a tenth player being used that player must be an outfielders, stationed not less then 15 feet behind the baseline when the coach pitches the ball. Note: All outfielders must be stationed not less then 15 feet behind the baseline (between 1st and 2nd, 2nd and 3rd) when the coach pitches the ball.
9. BATTERS:
a.) Are not permitted to bunt or swing easy at the ball. (Penalty: The batter shall be called back to the plate, the swing is foul-strike, the ball is dead and no runners may advance).
b.) A ten-foot arc will be inscribed in front of home plate, from the first and third base lines and any batted ball, which does not travel beyond that line, will be considered a foul strike.
c.) The batter is out if after failing to hit a fair ball after five swings after pitches by the coach
d.) The batter is out if there are three strikes before the fifth swing or pitch. Missed swings are counted as strikes, as are foul balls and foul tips. A batter is not out on a foul ball, foul strike, and/or foul tip unless it is the five swing.
e.) When the batter fails to swing at two successive pitches by the coach, the umpire shall begin called pitches within the strike zone “called strikes” and the batter shall be out after a third strike, whether it be by swing, on called strikes, or any combination thereof.
f.) No dropped third strike rule.
10. RUNNERS:
a) Runners are not permitted to steal or lead-off and shall remain in contact with the base until the ball is hit (Penalty: Runner is out).
b) On a batted ball runners may advance until an infielder has control of the between the bases as defined in rule 8-C including the NOTE. This is a judgment call of the umpire. At this point the ball becomes dead. The umpire will then determine where to place the runners based on a halfway line between the bases. NOTE: If a player has advanced beyond the halfway line they will advances to the next base. If they not advance beyond the halfway line the will return to the prior base.
c) No infield fly rule.
d) Scoring from third.
e) On a batted ball.
f) Continuation a play of a batted ball.
11. MERCY RULES:
a) Ten (10) run lead after four (4) or more innings for the visiting team and three in a half (3 1/2) or more innings for the home.
b) Maximum five (5) runs per half inning.
c) Exception: No maximum run applies in the 5h and all subsequent innings.
12. DRESS CODE:
a) Players: Conventional baseball uniform with Official Tournament Emblem.
b) Manager/Coaches: Conventional baseball uniform with Official Tournament Emblem.

7. TOURNAMENT PITCHING:
a) NO RE-ENTRY as a Pitcher.
b) Three (3) innings per day maximum.
c) If a pitcher pitches three (3) innings in a calendar day, he/she must have 40 hours rest from the scheduled start time of the game.
d) If the tournament consist of 4 teams each player may pitch a maximum of 6 innings in a tournament, however if a tournament consist of more then 4 teams and once a team has played 3 games all player on that team will been eligible to pitch an additional 6 innings in order to finish the tournament.
8. PLAYING RULES:
a) Game length shall be six (6) innings, unless the score in tied. In this event the game will be played to its conclusion.
b) Team Roster: may list a maximum of fifteen (15) players with a minimum of twelve (12) players.
c) Batting Order and Fielding positions: Nine (9) players
d) Defensive and Offensive Substitutions:
d-1) Per the rules of re-entry, "offensive" players
(starters), may re-enter the game, but must be
inserted in their original spot in the batting order.
Exception: Due to injury or ejection.
d-2) All changes in the batting order must be presented to the scorekeeper.
e) Stealing:
e-1) On instance of a walk, the ball becomes dead.
e-2) NO lead off, runner must remain in contact with the base until the ball crosses the home plate. Penalty: Runner is out and the ball is dead, however if the batter hit the pitch and/or an out is made on the batter, including a strike out.
That out will stand in addition to the violation by the runner.
e-3) Runner at third may not steal home. If a runner at third draws a throw from the catcher, it will be rules as an attempt to steal home. The runner will be sent back to if they are successful. However, if the runner is called out, the out will stand. No runner may advance and are in jeopardy of being put out.
f) Scoring from third:
f-1) On a batted ball.
f-2) Based loaded walk or hit batter, exception violation of rule e-2.
f-3) Continuation a play of a batted ball.
9. EXCEPTIONS:
a) No bunting or soft swings- swing shall count as a strike and the ball is dead. No runner may advance.
b) No infield fly rule.
c) No balks on the pitcher, but pitcher will be instructed by the umpire if his delivery is deceptive. :
d) No dropped third strike rule.
